Hm. I sort of get what you’re saying, and that’s why I’ve made it cycle around. But how are we to know that we have a problem in the first place without observing it and catagorising it as a problem based on the fact that is it misaligned with our values?

Correct. It’s a cycle. In an unproblematic phase one just acts according to their best theory. So really, *that* comes first. You’re absolutely correct: you must observe a problem. But how do you know what to observe? That takes a theory of what to observe. That’s a problem too!
