Yes, if I understand correctly, the seat of decision making must be value based (lest it is blind) and internally yoked to our individual moral agency. This indeed requires careful discernment and cultivation of those values, and moreover the ability to reliably ensure alignment.

I entirely agree. Without an understanding and (hopefully warranted) confidence in one's values on which decisions are based, one is effectively rudderless in that regard, bound to the whims of weather rather than remaining on course and adapting the sails with value coherence.
