That's only about 15% of the county's ICU beds occupied by COVID-19 patients.
That's near the peak, but no concerning alone.

3892 cases out of 47000 tests performed is a positivity rate of just over 7 percent since testing began. You can't go off the total population because everyone hasn't been tested yet. Not that difficult.
What does recovered mean? Are those that had COVID19 but don’t anymore but have lasting lung damage considered recovered.
@corinhoggard are they encouraging people to get tested if they are not experiencing symptoms at this point? Or are they still only wanting to test if they think they might have it? Curious as I’ve thought about getting tested but have no symptoms
