How is it that organizations have content designers but no content strategists??

Content designers act strategically for the specific content they are working on - but the org needs to create a broader content strategy & ensure that each piece and group of content stays true to it. That's the content strategist's role.

The ecosystem of the organization's silos, for example, isn't something a content design team can address, IMO. Content design leadership is often management, so they're not looking at that bigger picture either. And I'm not exactly sure what systems-focused content designers are

The origin of the role of content strategists is the separation of content and publications that became crucial through digitization (see e.g. https://dl.acm.org/doi/10.1145/2987592.2987631 …). That doesn’t mean that strategy cannot be developed bottom-up, but strategy must not be confused with tactics…

I don’t know how the term ‘content design’ became associated with tactical work. In what other context does the inclusion of the word ‘design’ imply _less_ emphasis on strategy?
