things science needs:
- grants to reward risk over incremental innovation
- micro-bounties for specific research breakthroughs
- rewards for 'whistleblowing' on assumptions
- more funding for basic research

Something like 12 years ago (as a burning out grad student), I built a basic web app called “Bounty Science” whose sole purpose was your second point. Need to find it and dust it off to revisit ideas. What I’m saying is that I wholeheartedly agree.
