In my personal experience, there is a definitely a connection. The cycle infrastructure gives kids considerable independence which positively impacts well-being.

Probably nothing to do with bikes. Netherlands is a pretty forward, open minded country, overall. Kids are treated like kids, less creeps, less helicopter parenting, better family structures (not as many broken families like much of West), more friendly people, etc.
