Most American doctors will circumcise Male babies very soon after birth. It's a tradition that is not specific to Judaism and it's not even specific to religious practice.

Banning it is extreme and is incredibly antisemitic. Circumsicion was part of the original covenant made by Abraham to God and is therefore strictly tied into Jewish practice, banning it would only be done because of antisemitic sentiment

The original Covenant is in Chapter 15 of the Jahwist version of Genesis. In it, God required Abram to cut animals, not foreskins. It was only after the Babylonian Captivity that the priestly class moved the Covenant account to Chapter 17 & revised it to include circumcision.

The post-Babylon priests also added other new rules that were attributed to God himself, like the one requiring blasphemers to be stoned to death. That might explain why history records no dissenters to the new #circumcision mandate. #i2
