No parent does that. Almost all American circumcisions are performed in the neonatal period save for medical exceptions.

I didn't ask when you thought it was "best." I asked up until what age should it be permissible to force #circumcision on a child- or as you put it, when parents no longer "retain the rights to their child." Your answer is the age of consent (18). #i2
