"To each his own" means it is only the "owner" of genitals - the person attached to them - who gets to decide to alter them irreversibly for non therapeutic reasons. Not his parents. Not his doctor. Not his rabbi. BTW, "health" & "hygiene" = non therapeutic reasons...
