This was almost certainly said as a wry joke, as in "the only way we get Hollywood to fund this is if Julia Roberts played Harriet", if it was said at all.

Exactly. This was supposedly said in 1994 when Julia had just come off one of the best 5 year runs an actress has had. I’m sure it was much more a joke than a serious suggestion.
