I'm experimenting! http://neverssl.com/changes gets into it a bit, but basically it looks to be more reliable to serve a cacheable page (over http or https) that then forces a cache-busting http request.
I saw that, but https://neverssl.com/ isn't ever cacheable (due to the bad certificate).
