It doesn't matter why states are different. It's still crazy that Wyoming gets as many Senators as California.

It has also infinitely more than D.C., Puerto Rico and Guam. US is a Union of States rather than a representative democracy.

on (b) Senate is 52/48, which is a statistical tie, it's the most representative level by far of actual pop preferences.

Remember that the Senate is a lagging indicator; it's only close because the Democrats did exceptionally well in 2012.
