you'd need to write a decoder of some sort, and try to deconstruct I-frames. Can you do that with some statistical analysis on the ECB-encrypted stream?

You could detect exactly-identical I-frames maybe. That'd take the sensor and encoder being perfectly clean (basically impossible); so let's say you had a holding image up. Even then, the framing layers have to line up. After that, you can't *decode* unless AES is broken.
