One thing I’ve often heard is “X doesn’t fix culture problems” where X can be anything from: - tools - processes - hiring - code - etc OK, so then what *does* fix culture problems? Leadership? cc everyone, but specifically folks in engineering leadership, management etc.

I have always felt culture building is very deliberate. "Culture following" sounds like a good intention? Communication and tying back to LPs always helped reinforce Amazon's culture. Agree on points 1-3.
