This is bad advice, it's waaaaay more complicated. If you run your own personal recursive DNS server on 127.0.0.1, then by default TLD operators can track the websites that you visit and domains you email. Running a resolver (including a stub resolver) that merely forwards to or uses some other upstream resolver has no real effect on privacy either. Whether that upstream resolver provides you anonymity is not impacted by your decision to run a local resolver.

Isn't the proposal to run a secondary for the roots (and pretend to be authoritative) rather than recursing completely from root?
