That's not the point. The point is *if* you are asked a yes/no question, the first thing should be one of those four - then fill in the details.
The whole fourth point is nonsense and feels like it was shoe-horned in. When would someone be writing a response where “I don’t know and I’ll follow up” is the right thing to write? That feels like a “tip” for when you’re being asked about your writing, not a writing tip
So as you probably know, mostly we write for other people to read in meetings and then discuss. So I'm sure these rules were originally just understood to mean that the last one is how to respond during the meeting - not actually anything about writing.
I think it's "safe" advice for writers who haven't earned a lot of trust yet. Evading questions is taboo, and a quick "yes" / "no" is key to building trust ... but it's also important to learn to guide the questioning itself.
