In a democracy, it is wildly inappropriate for politicians to appoint Judges or to set their own constituency boundaries. The international norm is depoliticized independent institutions; judicial appointment commissions and boundary commissions, with credibly neutral experts.

In my experience it's never quite that simple. There's tension between reflecting population changes and eroding perceived legitimacy due to constant flux in boundaries and representation. Never seen a system that didn't need judgement.
