Infosec is a pox. Nowhere is this more clear than 'election security'. Whether election machines can be hacked is NOT the most important concern. Every VVPB initiative I've seen has been an easy to read paper ballot printed by machine and then verified by the voter before casting it. That is the most important security property. Error-some manual ballots are a problem, but not subvertible at scale like no-paper EV.

There is no either/or here. A manual ballot using franking or pencils, though a well designed one too, is good from a security perspective too; but can not be made as accessible for some groups such as the blind or motor impaired.
