The PQ problems in TLS are in the handshake; (EC)DHE & RSA. For VPC Encryption we use symmetric PSKs that are frequently rotated. The PSKs are derived on our Nitro hardware security platform from seperate pre-material that is distributed by two different mechanisms. No IPSec.

For Lever Link Encryption, it depends on the type of encryption we use, though again - no IPSec, it's MACSec or Optical encryption. EAP-PWDs with PSKs, and again our own distribution systems.
