It's a little different :) With PPKs, the PSKs are real secrets and often establish identity, so if the system distributing them is compromised that could be fatal.

check https://tools.ietf.org/html/draft-ietf-ipsecme-qr-ikev2 … It also uses the PPK as one of the inputs to a KDF. I don’t see it as a large difference? Other than you additionally explaining how you distribute your PPK’s inside another crypto scheme which the draft leaves out to implementers ?
