Ken Starr was a lot meaner to Clinton than Mueller was to Trump just now, and impeachment was still a huge mistake. If you impeach, you’d better convict.
This is the 2000 Senate election? Same year the Republicans "won" the presidency, and held the house? Seems pretty far from a clear case. If as the Dems were to win the Presidency, hold the house, but lose Senate seats. would that be considered a disaster?

Impeachment formally happened after the election, but the Starr report was released just before it, and impeachment was an election issue. I’m not inventing the fact that the election was seen as a rebuke to the GOP; that’s essentially the mainstream take.
