I've never seen the tie-breaker (drawing a lot) happen! The other source of non-determinism, sampling the surplus, turns out not to matter much in my experience. I've seen recounts do a full count and distribute instead, as they do in NI.

Great thread. One quibble - its easy to register. Unregistering is a pain. I once found out i was registered in 4 consitutencies (id moved a lot). Doesnt matter much except - turnout. I suspect real turnout is underestimated because the register double counts many voters.
