Loadbalancers are only about injecting random third party software bugs and arbitrary micro delays into the request&response sequence - and adding deeply nuanced network traffic complexities into postmortem discussions. They excel at this mission in a way no other device can.

If you're going to include all those factors, requests will need to be tagged appropriately, tracked, and the performance fed back. And profiles built therefrom and statistically analysed, etc Not a small undertaking, but potentially powerful at scale.
