Also: Tesla car was plugged in and 40A charging at the time, and it disengaged itself before the surge. Not sure if watches the weather feeds or detected the power fluctuations before the spike. Either way it was fine.

Why is this trend of in outlet GFCIs even a thing - are they better for some physical reason I am not getting or just way more sensible than the ones in the mains panel?

They make it easier to locate the source of a trip, and to reset. Electrical codes require them near water. And they're cheaper to retrofit into older buildings. In UK and Ireland we just put fuses in every plug, and have panel breakers.
