I'm a big Jay Inslee fan, but I think we need to figure out why we can't get anything done except by the narrowest of margins rather than figuring out how we can get more things imposed that 51% of people agree on. Maybe it's just because I was at the concert last night, but

But Irish politics regulated lobbying about 20 years ago and there's very little money in the system in comparison to US.

There's no Fox News in Ireland, and there's more magnanimity. For example, right now the Government has a minority and the opposition agreed to support them to a limited extent, so that the Government can negotiate threw Brexit. National priorities seen as more important.

When abortion came up again, none of the parties wanted to exploit it divisively, so there was a general consensus for creating the assembly to figure out how to handle it. US and UK politics are both a long way from being functional or democratic; just too much money tied up.

In general in the US and UK, people experience enough comfort and placation not to be on the streets striking en masse, and are targeted by sophisticated and shockingly cynical manipulation every day to maintain hideously exploitative capitalistic power.

Deliberative consensus building would be great, but a political consensus that that's a good idea is a necessary precondition. Those with entrenched power won't permit it, their strategies in general is to suppress democracy. They have to be solidly defeated first.
