Are there any books or thinkers that argue well for a more democratic American 2nd Republic? I.e. a new constitution, or at least a 21st century bill of rights? I haven't found any.

I certainly felt in the wake of the crash that our political system had disastrously failed us and needed to be redesigned. TDs are little more than glorified councillors, and short term thinking dominates.

We've also spent 50 years watering down Dev's ultra Catholic Constitution, maybe ripping it up and starting again would be a better idea. But then again we have changed it largely through consensus, and the system seems to mitigate against extremism, so maybe not all bad...
