It is influenced by complexity of the problem, domain knowledge, and how experienced one is at mentally modelling solutions. If our mental model of the problem is small enough, or composed mostly of reusable patterns so our models are richer, we can code sooner.

The sooner you start to code, the longer the program will take, the more you analyze/design and postpone the code longer the program will take. There is an optimum time to analyze/design; start coding immediately after that. What is an optimum time; easier said than inferred.
