I remember when I first read about Caltrain electrification it was slated to be completed in 2017, which seemed impossibly far in the future. Now it’s pushed back to 2022. Does anyone seriously believe it will actually happen?

If gov means anything it's 'we get elected making promises, that almost never happen.' Sounds like they're doing great compared to the bullet train, which is an embarrassment from the most carefully PR crafted angle.
