There's no way to manually write an algorithm to watch for rules violations. Abusers would quickly learn what triggers it and work around it, so it has to adapt and learn. This means that it's impossible to know EXACTLY what combination of signals set it off.
And this is by design. If you could figure it out, you could abuse it. In this particular case, though, it's likely that too many videos on the playlist got flagged for copyright violation, so the playlist was seen as someone stockpiling prohibited content.
I disagree. If you think Google isn’t intentionally including political bias in the training of ML algoirthms, download and read the Google documents dump/leak at Project Veritas. Read about ML fairness as Google calls it.
I don't exactly need to read leaks; I spent a couple years working there, so I have firsthand knowledge. I'm actually intentionally limiting what I say to avoid possible NDA issues. I'm aware of what's in the leaks and I've met some of those people.
