It’s the fact that concealed carry went active in Illinois.

CC was allowed in 2013 (415 homicides). 410 in 2014. 468 in 2015. 762 in 2016. 650+ in 2017. The numbers do not support the idea that CC is an effect deterrent here. In fact you could suggest the inverse. But I don’t think CC has had any impact pos or neg.
