In simple and plain English what does it mean then?

It means that petty crimes, like misdemeanors that would get someone a fine, now get these effected people a fine instead of deported. It works out well for everyone.

Supreme Court justices usually become more fair and compassionate (Scalisse was an exception) once they are appointed to the SC. Over the years they become more liberal. Gorsuch I hope follows this path.
