"Suspected exposure to an unknown substance" is a misleading double-negative. The victims were either ACTUALLY exposed to an unknown substance, or suspected of exposure to an ACTUAL substance. Can't be both...

He ratted on uk agents working for russia and he got caught. The uk exchanged several spies that they had caught for him. Hope that makes sense (its late)

Maybe I'm wrong but I heard on NPR that it was a trade deal of 10 spies from the U.S. for him.
