He is allowed to kneel. NFL also reserves the right to fire him. It's a private enterprise.

No employer would introduce such a rule if not supported by a law, as it would be immediately challenged as unlawful & a rights infringement

There is a US code referencing what you "should" do during the national anthem, and there are jobs where it is required.
