It's shoot to stop. They aim for center mass. (The torso) Arms and legs are too hard to hit and may not stop the threat.

Yeah because a knife is such a threat for armed police. Ridiculous excuse.

Several officers too. They can asses distance. People have been shot for holding a knife from 30ft out.

You would think tasers and pepper spray aren't a thing or something. It's not like a knife makes a very good projectile.

OC spray is a deterrent for a non-lethal threat. Same for a taser. Given that more than 1 officer was on scene, there is a case for it here.

So your going to tell me that the multitool he was holding is a lethal threat? You can use a taser at a distance. Easy, simple, non-lethal.
