They're saying it's a cat 1 storm... if it's cat 1 it can't be a tropical storm meaning it is a hurricane. Storm is a general term lol

No it isn't. A storm is distinctly different. Look at the picture. A storm has lower wind speeds.

There's a character limit. By calling it a Category 1 they obviously are referring to hurricanes. There's aren't category 1 tropical storms.
