No. The medical examiner alone makes that ruling on the manner of death. DA doesn't. DA isn't a judge or jury either.

I don't have that answer. We may never know. Putting it on someone just to have an answer is how innocents go to prison.

but they weren't completely innocent. He died in their custody, even after stating he needed medical attention.
