They already pack their prisons beyond max capacity with ppl who simply can’t afford bail. The only thing that changes with this reform bill is the ppl who belong in jail who pose a threat will stay in jail & the ppl who pose no threat can await trial like rich ppl already do

We already have that. It's called ROR. Release on Own Recognizance. It's reserved for people who are charged with low level, non violent misdemeanors. It means they are trusted enough to show up to court on their own. So whats the point of California adding something new?

I worked in our county jail. I'd say the vast majority of m 4's (4th degree misdemeanor, lowest level crime you can actually go to jail for. 5th degree misdemeanors are like traffic tickets) were released on their own without any bail. Only repeat offenders had to pay bail.
