Just saw the video: you are looking for a console! ;) Console = Fixed architecture, hopefully directly addressable (these days not as much as before) PC = mix and match HW to your need without being locked to one vendor. "PCs" are not Amiga of old anymore (IBM compatible anyone?)

No, consoles are fixed platforms. An ISA is not a fixed platform, it is a guarantee of forward compatibility. x64 != PS4.
