The correct place for an interstate sales tax to be enacted is, rather obviously, at the federal level, because it would be uniform. Allowing states to tax each other's citizens when they sell intra-state is just a nightmare scenario that I can't even begin to imagine...

As a person who has had to file VAT MOSS taxes for our Europe sales, which is vastly simpler than what a 50-state sales tax (not to mention county!) scheme would entail, I can all but guarantee it would be the end of direct small business sales, period.
