I have it happen all the time at work. Thumbs.db is actually the file that it locks most of the time. So it's definitely just Windows explorer's folder preview.

It's been a long time, so memories are faint, but when I worked at MS we put a ton of work into making sure this didn't happen (it requires coordination between the OS and the previewer implementation). I suspect commonly-used previewers were prioritized, so maybe that's
