Unfortunately it's considered unethical to put humans in cages and feed them precisely-calibrated diets, so the methodology in nutrition studies is incredibly difficult. Conversely, it's considered completely normal in the military and prisons.

Just because something is difficult doesn't mean you can't tell when you haven't scientifically determined something. They have always had more than enough data to know that they didn't know anything and shouldn't be making recommendations.
