I'm worried that they may implement a general solution and slow down AMD at the same time. They also mention ARM being patched.

I am waiting to see the fallout from this, though the register has been known to make things out to be worse then they actually are. I can imagine for specific operations we will see a degradation in performance, but I doubt it will be large percentage across the board, hopefully

You can read the SPECTRE paper here: https://spectreattack.com/spectre.pdf I'm not a security person, so you'd have to ask a pro, but my cursory read was that it's not nearly as "bad" - it's more of a sandbox-escaping exploit than a read-protected-memory exploit...
