Is there a reason why Android phones don't allow access to internal storage by default, perhaps by a switch in the Developer menu?
Just USB. You can access some storage, but not all, by default. Accessing all the files requires rooting the device (AFAICT).

i think it's to prevnt users from accidently messing up with system with just a flick of switch. with root you're quite aware of risks

But there is an entire Developer menu system that you can enable, and it has things that are pretty dangerous...
