I don't think "it's about that". It's a tactic aimed at certain ends. It may be ineffective or counterproductive, but that's what it is.
So I think you have to be very careful how you access the success of something. You have to look at very long timespans.

And even when something become apparent in hindsight, it's hard to disentangle butterfly effects from predictable outcomes.
