Is there a good reference somewhere that discusses why digital camera sensors need ISO settings at all (instead of just being, say, 24-bit)?
but ISO is something you just have to set properly to make sure you don't clip your values (high or low). It's pure annoyance.

so I guess it's just "how good is the sensor and ADC?" limiting it, not just data rate
