function prototype uses uint but msdn docs state param can be positive or negative. i just had to typecast (uint) and use unchecked(). wat.

all i'm saying here is that if you ever find yourself typing "unchecked((uint) some_negative_var)" *per documentation*, something is weird.

@freebsdgirl @Patashu0 Which API are you talking about specifically? Presumably not GET_WHEEL_DELTA_WPARAM since that does the cast for you?
