@rygorous The problem is just that payment processors are under no obligation to support this, so some do and some don't.
@rygorous PayPal, etc., are all plenty big enough to handle this, but they won't bother if the law doesn't make them.

@rygorous So all we're asking for is that the payment processor does the remittance and enforcement. That's it. That's the whole change. -
