Is there a reason for programs to close anymore to shutdown? Shouldn't windows be able to just store its state and reload it when the computer turns on?

Doing that would require them to have an architecture where state is not stored diffusely among system components that will be updated. And they do not have a plan for ever achieving that, so, no.
