Well, you can call it engine. Still, it's not clear what kind of change to the law they want.

But I don't understand what the point of trying to name that part of it is. Why not just say what you mean? If what they don't like is the ranking of things to be displayed, just say that? It's the output people are concerned about, not "the algorithm", one assumes.

On one side, yes, but on the other side, 'the purpose of the system is what it does', and 'what it does' is best seen from the outside.

It's the terminology Facebook itself uses publicly, so there's that. As long as the idea being expressed carries essential truth and broadly understandable meaning, I don't think there's real harm in some simplistic shorthand.
