I guarantee you that person exists - they are just very scientific people, and obviously rare, as you might expect.
We use them all the time to make decisions. "Should I use a Robin Hood hash or not? Should I use tombstones or not? Should this be a B-tree?"

We have not answered questions like "OOP or not" with benchmarks, but medical science has plenty of questions it can't answer with tests either, so I'm not sure why that is relevant.

then obviously you shouldn't just trust the claims that aren't backed by any kind of evidence. in programming or medicine.
